New Requirement for Land Disturbing
In 2003, House Bill 285 amended the Georgia Erosion and Sediment Control Act of 1975. These amendments included a mandatory certification program for all individuals involved in land disturbing activities in Georgia. The Georgia Soil and Water Conservation Commission have interpreted this new law to mean that every contractor must have someone on every job site that has taken an 8 hour Continuing Education Course and passed an exam on Erosion and Sediment Control. GDA is still challenging this decision. They do not feel the new law was intended for all contractors. However, the Commission has determined that basically every contractor who touches the ground has to have this training.
Anyone involved in land development, design, review, permitting, construction, monitoring, inspection, or any land disturbing activity in Georgia must meet the new education requirements and be certified by the Georgia Soil and Water Conservation Commission. The deadline to have this training is December 31, 2006.
This program includes various levels of certification. Level 1A Fundamentals is a one day course designed to train general/grading/utility contractors, builders, developers, site superintendents, city/county maintenance crews, and monitoring consultants in the proper installation, maintenance, and inspection of Best Management Practices (BMPs) on construction sites. Topics covered in the course are fundamentals of erosion and sediment control, the Georgia Erosion and Sedimentation Act (GESA), NPDES Permits, field maintenance, stream buffers, and vegetative and structural BMPs. There are also Level 1B Advanced Fundamentals and Level 11 Introduction to Design classes available for those who need advanced training.

To assist the contractors in obtaining this training and meeting this new requirement Altamaha Technical College is sponsoring the Level 1A Fundamental Course on the Jesup and Hazlehurst Campuses. Space will be limited so you must register immediately. Confirmations will be sent and only those who have registered will be notified in the event of cancellation.
Please note: Attendees must also take and pass a written exam at the end of the seminar. If you have trouble reading and writing, reasonable accommodations can be arranged. Pre-registration is $129.00/person. Late Registration (Less that 24 hours in advance) $159.00/person. Registration includes lunch and all work books and supplies.
